Miller’s Impact on Graduate Student Success

For many graduate students in the School of Public Policy, the first name they learn and the one they continue to rely on throughout their program is Caleb Miller. As Senior Manager for Student Success for the Master of Public Administration and M.A. in Leadership & Public Service, Miller plays an integral role in guiding graduate students from their first steps in the enrollment process to the moment they walk across the graduation stage.
This spring, Miller’s dedication was recognized university-wide as he was named one of Lipscomb’s 2025 Outstanding Staff Award recipients, nominated by colleagues and students in the College of Leadership and Public Service. The honor celebrates staff members demonstrating exceptional service, innovation, and care across campus.
“One of the reasons students feel so supported in the program is Caleb’s commitment to making sure they are prepared for success every step of the way,” said Laura Encalade, director of the School of Public Policy and Miller’s supervisor. “He is proactive in ensuring that students know what to expect and guiding them through the processes that could otherwise feel overwhelming.”

Returning to the classroom can feel daunting and overwhelming for many students, especially when faced with the changes in technology and processes since their college days. That’s why Miller’s work begins the moment a student is admitted. There are several steps each student needs to complete before they can sit in the classroom, and Miller guarantees that these steps are communicated. Whether sending a reminder email or making a quick phone call, Miller ensures each student feels equipped to thrive from day one.
The internal push to increase process efficiency began when three program cohorts launched simultaneously in the fall of 2023. The second group of Tennessee National Guard students, along with the second public administration cohort, added further pressure to the situation. Creating a classroom of Guard students required navigating the Tennessee Strong Act and various complex requirements. Through necessity, Miller led the team to implement improvements focused on efficiency.
With these pressures in mind, Miller developed systems and processes within the college that ease the administrative load for both students and staff. These improvements not only streamline operations but also significantly alleviate stress for students, making their academic journey smoother and more enjoyable.

“Caleb stepped into this role during a period of growth and complexity,” said Steve Joiner, dean of the College of Leadership & Public Service. “He has not only supported students exceptionally well, but has also strengthened our internal processes in ways that benefit faculty, staff, and the entire program. His care for our students and his ability to bring order to complexity is truly unmatched.”
Since beginning his role in summer 2023, Miller has supported nearly 150 graduate students, helping them navigate their first semester and setting them up for long-term success in their graduate studies. Whether through customized checklists or one-on-one outreach, his attention to early milestones has become a key predictor of student progress in later terms.
As Lipscomb’s presence in the public service sector continues to expand, Miller’s contributions remain foundational to the student experience. His work not only reflects a deep commitment to service but also allows students to focus on what matters most.
